In conjunction with a Grant from the Multi-Donor Trust Fund for Aceh and North Sumatra (MDF) administered by the International Development Association (World Bank) for the Government of Indonesia for the Support for Poor and Disadvantaged Areas (SPADA) Project, RTI International, a leading international consulting firm, is seeking highly qualified and motivated Senior Administrator for Aceh Regional Office of the Local Governance Support Program (LGSP). LGSP provides customized capacity-building support to local governance stakeholders, including provincial and local governments (kota/kabupaten), local legislatures (DPRDs) civil society organizations and media in more than 45 districts and cities in 6 provinces of Indonesia .

The successful candidate reports to the Regional Director of LGSP’s Nanggroe Aceh Darussalam (Aceh). He or she will work in up to 10 districts in Aceh from offices in Banda Aceh, Meulaboh and Bireuen. He or she supervises the administration and finance team in the Banda Aceh regional office and ensures the integrity of all administrative, financial, human resource, logistical and procurement practices in compliance with USAID and World Bank procedures.

Job Summary
This person will design, develop, and maintain current and future products and services
for the Sitoa web infrastructure. In this role, you will work in a small but highly motivated
team to define product requirements and develop software specifications as well as team

Summary of Essential Job Functions
• Develop front end for web applications using PHP, Javascript and HTML.

• Develop screen mock ups for customer reviews of potential solutions.

• Contribute in developing user experiences for new internal tools and external
customer applications used to create a functional specification.

• Meet with customers (both internal and external) to understand user scenarios for
applications to be used in defining product.

Qualifications
• Minimum of 5 years experience web development

• Strong verbal and written communication skills are necessary due to dynamic nature
of discussions with other engineering and product teams

• Thorough understanding of PHP and Javascript

• A strong sense of ownership and feeling of responsibility of entire web front end and
how end users interact with applications

• Strong understanding of CSS/HTML standards and cross-browser compatibility

• Familiarity with unit testing principles and practices

Desirables
• Familiar with source code control applications (SVN)

• Familiarity with TCP networking environments & tools (ssh, nfs, samba)

• Excellent troubleshooting skills covering both software and hardware (Linux)
